The article presents a concept of a cluster-based platform as a competence center for digitalization in the transport sector, using the Multilevel Integrated Helix-Ecosystem Model (MIHEM). The proposed model combines elements of the Triple, Quadruple, and Quintuple Helix with an ecosystem-based approach to enable multilevel stakeholder interaction during digital transformation. The study defines the platform’s core functions, including digital skills development, R&D coordination, technology transfer, and digital infrastructure integration. The paper presents the results of conceptual modeling and discusses the application potential of MIHEM in building sustainable digital ecosystems for the transport industry.
