The liberalization of the railway transportation market in the Republic of Kazakhstan contributes to the emergence of new carrier companies, which increases competition with the National Carrier represented by JSC National Company Kazakhstan Temir Zholy (JSC NC KTZ). In these circumstances, the development of unified approaches to risk management related to traffic safety, adapted to the specifics of each carrier, is of particular importance. This is necessary for the sustainable and safe development of the railway transportation market. In the presented work, an analysis of the regulatory and legal regulation of risk management processes is carried out, barriers to the development of DBMS of private carriers are described, existing approaches to the risk identification process are considered, and methodological recommendations are proposed for classifying and describing potential traffic safety risks of carriers operating in a vertically divided management structure.
