Practical analysis of master plan implementation (on the example of Baitursynov street section in Astana city)

In this study the authors research urban planning problems of Astana city on the basis of project documents, conduct field survey of the city territory. Non-compliance with legislative and regulatory requirements, as well as discrepancy of design solutions of general and detailed planning plans have led to a number of problems and negative consequences in the urban environment. As a result of the analysis of urban planning documents their architectural deficiencies are identified and the reasons for their formation are established. At the same time, all the identified problems worsen the degree of social comfort in the residential environment. The architectural schematicity and non-constancy of the project of detailed planning allows for individual point developments to edit the primary urban planning decisions. These include the number of storeys and configuration of the residential complex, the functional affiliation of the site, the development of their own transport schemes, and so forth. On the example of visual-natural inspection of Baitursynov Street in Astana city violations of normative and socio-organizational requirements were revealed. The article analyzes the relationship of the hierarchy of urban planning projects - general plan, dative planning plan and point development with urban planning norms in the city of Astana. The authors made a field survey of the site in question, which showed that the economic component of the issue led to the formation of urban environment.
